Team Initiated Problem Solving Model: TIPS
The importance of assessment and effective instruction for RtI cannot be overstated. However, the problem-solving model serves as the overarching structure which organizes assessment and intervention activities. Therefore, problem solving lies at the heart of RtI. Problem solving means going beyond fulfilling procedural requirements and checklists to doing what it takes to resolve students’ learning problems.
The problem-solving model has been organized into a series of steps. These steps include:
- TIPS is a framework for conducting effective meeting operations and using data for problem-solving & decision making.
- TIPS was developed by Steve Newton, Rob Horner and Anne Todd, University of Oregon , Bob Algozzine and Kate Algozzine, University of North Carolina at Charlotte and funded by Institute of Education Sciences (IES), 2008-2012
The problem-solving model has been organized into a series of steps. These steps include:
- Identify Problems
- Develop Hypothesis
- Discuss and Select Solutions
- Develop and Implement Action Plan
- Evaluate and Revise Action Plan
- Collect and Use Data throughout the process
