ELL within a RtI Framework:
RtI is an instructional delivery model that is designed to identify at-risk learners early and provide appropriate services to them. When considering English Language Learners, we need to pay attention to how we provide instruction (and intervention) to them, who provides the instruction, and how these students learn in order to achieve positive academic outcomes (Echevarria & Vogt, 2011).
SIOP Model:
The SIOP model is an instructional framework for organizing classroom instruction in meaningful and effective ways and may be used across all Tiers. This model has been proven to be effective with English Learners and native English students who are still developing academic literacy (Echevarria, Short, & Powers, 2006).

- Lesson Preparation: content and language objectives are clearly defined and displayed
- Building Background: connect new concepts with student’s personal experiences and past learning
- Comprehensible Input: information is presented in clearly explained steps: ex. include - gestures, visual aids, hands-on activities
- Use of strategies: metacognitive and cognitive learning strategies, teacher scaffolding, higher order thinking
- Interaction: use of oral and written language practice to develop and deepen content knowledge in every lesson
- Practice and Application: hands-on, visual, and kinesthetic tasks; ensure variety of activities to apply content and language skills
- Lesson Delivery: high engagement, acknowledgment of content and language objectives
- Review & Assessment: revisit key vocabulary and concepts throughout the lesson and as a final wrap up.
